Hello, I have checked the scenario with latest trunk version, and i found that this bug cannot be reproduced. The system considers the department manager also as a member of department, which is correct. Here i request, to please verify once again with the latest version.

For example, an accounting department has a manager, who is in fact member of the accounting department, only with the particularity that she oversees the work of her colleagues.
