This is unfortunate, as graphviz depends on X, meaning that servers running openerp-server need X installed. In the core server, pydot is only used in workflow graph drawing, and it fails gracefully without it. pydot is not used by any of the addons in the main addons repository. So, pydot should be removed from the required_modules list in setup.py, and moved to being recommended in the documentation.
