I have checked your issue with updated code of 6.0.3 with window 7 but I didn't
face any problem.

Bug description:
We have a client we are implementing OpenERP 6.0.3 for right now and
they have been accessing the system for testing using Internet
Explorer 9 and seeing display problems such as the one shown in the
attached screenshot where the footer is "stuck" halfway down the
screen.
