Sale order: with invoice policy "Invoice based on deliveries"

Bug description:
Hello,
I have installed only Sales module. I create an SO with Invoice policy
"Invoice based on deliveries" with products of types other than
"Service" type products.
I confirm it, that generates a picking. Now when the picking is done
the related SO goes to done state too which skips the invoice
workflow. The SO is done irrespective of the Invoice.
IMHO, that should not happen. In SO workflow it must consider the
invoice also, before it goes to Done state.
