Load translation of zip-file

Bug description:
If you import a module as zip file and install it, then the translations in
the i18n folder are not considered.
The Bug is in function 'trans_load' of tools/translate.py since it cannot
open the passed filename.
It is assumed that the module is not a zip-file.
Reproduce:
- Import a module with existing i18n-folder as ZIP-File
- Update/Install module
- Look at translation terms -> they are not updated
Expected Result:
- translation terms are updated/created
Platform:
Ubuntu 10.04, openerp-server 6.0.1
If the same module without ZIP is moved to the addons folder, then everything
is fine.
The error is only if you put a ZIP-module into the addons-folder
