IMHO it's defined in web ./addons/web/static/src/css/base.css using "uppercase" 
I played around a bit see attachment
For all languages which uses capital letters for nouns, users read the word as 
an "image" not single letters
in German we do have the habit to write and read words in mixed case.

  css column headers should not be upper - become difficult to read

Bug description:
  see attachment
  in German (and probably many other languages) the words (column headers) are 
much longer, hence will be printed almost together.

  printing all in upper case makes it difficult to recognize the column
  headers, because the space between is too smal

  appart from the fact that upper case is more difficult to recognize than 
mixed case.
