This isn't possible, on technical grounds.
At best, it's possible to provide a hint via the input[@accept='image/*']
attribute, and support for this hint is spotty at best:
* Chrome obeys it
* Firefox adds a filter for this type, but allows the user to remove said filter
* Safari ignores it altogether
* So does Internet Explorer (up to and including IE10 Developer Preview)
* And Opera (up to and including 12.00 alpha)

in web it allows to upload .txt and .pdf files as employee and product
image. there must be a filter so user can select only image files like
.png and .jpg. in GTK it works fine.
