Title:
delivery method, not free if more than an specific amount

Bug description:
install sales, in settings, launch the wizard "invoicing method" and
specify that you invoice on delivery and charge delivery cost
1/ create a delivery method
- create a product and a partner
- cost = 25
- free if more than 250
2/ create a so
- in the so line : dont fill in product field bu in description
- amount =1000
3/ save and close and add delivery cost
- the delivery cost should be 0 because my so is greater than 250
