The problem seems to have been that I didn't have gcc installed on windows. I confess I feel very silly for not having thought of this!
It's worth noting that the error message is very unhelpful and that the c2hs docs don't mention that gcc is required (it's obvious that it should be needed to compile the generated interfaces, but less obvious that it's needed for c2hs itself).
