* Moved --program-prefix and --program-suffix out of InstallDirs
The program prefix and suffix have been moved out of InstallDirs so that
InstallDirs is now all directories. The prefix and suffix have been moved into
LocalBuildInfo as stand-alone PathTemplate flags.
