Frames aren't intended to work on hackage, which is why the Frames button
is disabled.
The issue is that the Haddock documentation is generated using --use-
contents to redirect the Contents link to the package page, but this also
turns off generation of index.html and index-frames.html:

(containers has them because the docs were copied from a GHC release.)
