I would like to say it's a very good idea to release frequent versions of Cacti 
as you do right now.For a long time there was no release and in 2016 it's 
starting to get back with bug corrections.
I prefer small steps with frequent releases than waiting for the perfect 
release that would never come.
I have 2 suggestions:
a) Why don't you work with a release date like Openbsd do ? Openbsd releases 
versions twice a year, one in may, one in autumn. I'm not saying it should be 
twice a year, it could be 4 or 6.But that would be nice for the community to 
enjoy new (even if they're minor) improvements and also give a feedback on the 
new code.
b) Provide patches for any new release, at least the minor ones. It's much 
faster to patch a few php files that reinstalling the whole cacti with all 
customisations, rights permissions, have a downtime etc.
