Should we release Cactus 1.3 now ? Are there enough changes to justify a
release ? The changes are available at
http://jakarta.apache.org/cactus/changes.html. The todo list for 1.3 is
still big but there are a lot of minor items.

The most important task in the todo list that has not yet been implemented
is the support for security apis.

However there have been no release of Cactus for quite a time now and I
think it would be good to have one soon.

What do you think ?

We would need to finish the docs prior to releasing to reflect the
modifications in 1.3, namely :
- aspectj jar in the cp
- removal of some classes and methods that were deprecated in 1.2
- new api to transfer files
