Bill, I would need to look at the code but I guess there's a good reason for forking (if only to make it clean!). So I wouldn't quite agree not to fork simply to add the tools.jar to the CP.
What the user needs to do is to use a JDK not a JRE! That's all. If you configure Eclipse to use your JDK instead of your JRE, it should work fine I guess.
