Felipe,

I would prefer not to have the logic put in Jelly script. I think it would be better 
to add this logic to the WebXmlMerger class rather. What do you think?

Note: I have a copy of this WebXmlMerge class in Cargo land now so maybe the best 
would be to make the change in Cargo so that it exists when we use it in Cactus later 
on?
