Just a question :
If the maven cactus fail in that case what will be the step to make the no 
cactus.home.* properties check :

1/ as a prereqs of init
2/ before the test launch

The problem with 1 is that you can't compile cactus test if no server home is 
define.
With 2 some process are done even if the test will fail.

Personnally, I think the second methode is the best.
