FileNotFoundException: ServletRedirector

I installed the sample app(test.war) and was able to
run the tests succesfully. I'm trying to run the same
tests by using an exploded test.war. 
I get the following error: FileNot FoundException:
http://localhost:7001/test/ServletRedirector

My cactus.properties is in the classpath. I tried this
URL from a browser and it works fine.(500 error-
Missing paramter in HTTP request).

I assume this is a client side setup problem. Any
ideas how it can be fixed?
