Oh no, the intent is completely the opposite ... :)
If I had wanted the users to use my prepackaged version of Ant, I would have
included Ant in the distribution itself. If I externalized it, it is because
I want to leave the freedom of the Ant version to the user along with the
freedom of choosing whatever version of Xerces, Xalan, Junit, ... Initially
I didn't want to prepackage an Ant version at all. I just did it to make it
easy on  novice Ant users so that it would be easier for them. But Ant is
actually a prerequisite of Cactus : you need to have it installed correctly
_before_ installating Cactus (like you need to have Windows 2000 SP1 before
installing such software ...). The requirement is :
- Ant installed
- JUnit and Stylebook Ant tasks installed in Ant
