Nitin, The exception reflects the reality ... the cactus.properties file cannot be loaded by the classloader because it is not available in the classpath.
It does not seem to be a linux problem. Just check as many times as necessary that the cactus.properties is indeed visible in the classpath. If you're still not succeeding, then send us your cactus start script (i.e. the way you start cactus).
