Arkady, I you unzip Jakarta-cactus-23-1.2.zip you will find a sample/ directory the Cactus samples.
commons-cactus.jar is a very old cactus jar file (when Cactus was in Jakarta Commons) but the equivalent file is now in lib/cactus.jar.
