Cactus 1.4.1 doesn't do server-side XSL transformations. You'll need to download a nightly build for that.

BTW, the path in the web.xml should be /styles/cactus-report.xsl (note the slash at the beginning of the path). But as I said, that only works with a Cactus nightly.

I tried with other values for "transform", but no luck.
