I am not sure wether the problem I had was the same
using Cactus with WebSphere 5.0
But I remember using Cactus 1.4.1 the problem I had
was fixed using a newer version of the library
JakartaCommonsHttpClient
I use version 2-0-0alpha3 of the library and everything works fine.

You get this exception becoz cactus is not able to connect to websphere.
The execution of your test case has not begun on the server side till this
