You're right. It's a waste of time. Anyway, know I know how to do it
right if I wan't to deploy an online project.
So, I reverted to
grant codeBase "file:${catalina.home}/webapps/cactusTest/WEB-INF/lib/-" {
permission java.security.AllPermission;
};
instead of fiddling around with the .policy files
