Seems WL is trying to load some BEA logging class
(com.bea.wlw.netui.util.logging.StrutsLogFactory) that is not in the
classpath. Cactus is using commons-logging for logging and it seems BEA
too.

You can switch off commons-logging if you wish. For all config
parameters please check
