The reason is that the <cactus> task currently only works with localhost. In practice the <cactus> task sets the cactus.contextURL property (it ignores the one you may have set) to: contextUrl.setValue( "http://localhost:" + containers[i].getPort() + "/" + thisDeployable.getTestContext()); As you can see "localhost" is hardcoded. It can sure be improved in the future... The reason it is overridden is to use the port defined in the <cactus> element and to automatically guess the test context from either the warfile or earfile attributes of the <cactus> element. I guess we could add an additional optional attribute (such as "server") which would default to localhost if not specified. I'll add some warning to the <cactus> task doc.
