Are you sure that the cactus plugin is install ? The cactus plugin is now
in the cactus project and is not in the maven-1.0 plugin.
You just have to copy it in your maven.plugin.user.dir (~/.maven/plugin)

Objet : Updating Maven 1.0RC3 to 1.0 (final) breaks cactus reports?
Today I decided to try moving from Maven 1.0 RC3 to Maven 1.0 (final).
The entire project worked (and still works) just fine when I run
"multiproject:site" with rc3. However, running the same goal with 1.0
and I get:
