You do need it to store your JSP pages, yes.

Because that could be a major cause for your problem of course... You do as

Errr? With this structure, your webapp is the test/ directory, not the
webapp/ directory. This has nothing to do with Cactus nor Jetty but with the
WAR specification which says that your WEB-INF/ directory has to be at the
top level of your WAR...
