I checked with someone in the governement.
So far, the only legal game is the Bingo.
The government is preparing a law and it will not allow schemes such as the one you
talk about.
I believe that Andorra does not want to "sell the country" to international companies.
In particular in the case of gaming, due to its closeness (at times) to "cash laundry
schemes", they want to keep the country clean of such "embarassements" which in
addition lead to social unstability.
