What I meant in my reply is that we don't support setting
of properties in the distro constructor at this time.
ie: we don't currently support the equivalent of "pkg set-property..."
Using alternate authorities like what you do below is supported.

I looked further and found that if you want to set the
timeout value, all you need to do is to set the env variable
PKG_CLIENT_TIMEOUT to a longer value.
Currently, the default is 30 seconds.
