Oh, one comment on the name choice, however, I tend to call a criteria
manifest with embedded A/I and SC manifest a universal manifest (since it
contains everything but the kitchen sink).
I think your choice is fine, but could lead to awkward conversations when
discussing how we get an ai_manifest out of an ai_install_manifest,
they're not ambiguous - just very similar.
