You should be able to pick it up from ipkg.sfbay. I suggest installing SUNWinstalladm-tools from this location. You can then overwrite the contents with the location that Sue provided. This will all the dependent pkgs will be installed first.
i.e pkg install SUNWinstalladm-tools and then pkgadd the SVR4 pkg. In future you should be able to get the latest pkgs by pointing to indiana-build.central:10000.
