I suspect Steven may be referring to

        6824004 missing tftp manifest tftp-udp6.xml on snv build 111

which concerts the tftpd server, not DHCP.  I've keyworded the bug as
not a stopper since I believe installadm(1M) takes care of getting the
entry present and the service started.
