An increase in operation time is currently expected for non-batched install/uninstall operations when compared to builds 128 and prior. The client does significantly more work than it used to for those operations, which is why batching the operations is important. While I expect the performance for non-batched operations will get better, I would not necessarily expect it to meet or exceed what it was in builds 128 or prior unless enough optimisation can be done that the amount of new work being performed won't matter.
