Yep, that's deliberate.

As part of trying to coexist with existing root pools on the
system, the text installer tries to pick a unique pool name.

I suspect the machine has a pre-existing root pool named
rpool that's either active or exported. That's likely why the installer
picked a pool name other than 'rpool'.

I noticed this during early eval of the text installer
as well, and 14612 was filed as a result.  Particularly,

"Additionally, the algorithm does not take into account whether or not the user
elects to destroy an existing "rpool" on the chosen target disk, in which case,
re-using the name "rpool" would be perfectly acceptable."
