The main reason for this decision is that the "Manage" functionality is restricted to repository leaders. So everything in that section is related to the projects you are a leader for. If the "View" section was dropped deeper into the manage section, it would then make sense to only show information about the projects you are a leader for. Even if this was done, as a project leader you have access to all the details about the committers and repositories anyway.
The "View" is a seperate section because as well as generating reports about all projects (not just the ones relevant to a project leader), it displays information about all repositories that are anonymously accessible in all projects. This allows logged in users to view repository details even if they are not a project leader. This was something that is currently not available.
