This is indeed the case -- various transfer checkpoints can
be specified in the XML manifest.
However, it does not seem that other DC checkpoints (or
finalizers in the current implementation) can call transfer
directly. This presents an interesting challenge to DC.
That's the point my initial email was trying to make.
