is intentional, as it is compliant with PSARC/2010/067. However, starting build 144, in AI you can control which profiles are to be assigned to created user account - see appropriate Flag Day: http://hub.opensolaris.org/bin/view/Project+caiman/Flag+Day+for+bug+15723 So if desired, you could create user account with 'Primary Administrator' profile assigned. That said, please note that 'Primary Administrator' profile is going to disappear soon anyway (around build 147).
CD install doesn't have this problem.
