This is dependent on and partner to bugzilla bug 12737, and as such,
will not be pushed until 12737 is approved and in place.
Note that for AI, only auto_install is included in the new manifest,
whereas for the text install manifests, server_install, text-install,
AND media/internal are included. This is intended - auto_install
includes media/internal and AI packages, and is intended for use
primarily within DC manifests. It's intended for it to be "sane" for
someone to install server_install on a live system, so it does not
include media/internal or text-install packages.
