I'd like to request a review of changes needed for CR 7003173.

Summary:
In snv_153, pkgdepend was updated to essentially require a "-R" flag to
work properly in build environments. The changes above account for that
change (as well as allowing one to resolve against an alternate root,
such as a mounted BE).
Additionally, Darren discovered an issue on 153 wherein the empty
TOOLSROOT variable causes build noise/failures on 153. As slim_source is
run with "+t" flag, I stripped reference to the tools directory out of
usr/src/pkg/Makefile.
