It's rather surprising that "hg webrev" does not report any errors
but the webrev (html document set) for the same set does contain
the error.  I can only imagine that there's something the matter
with the PATH, ENV or SHELL variables in effect at the time webrev
is run.  Or that somehow the user umask or ACLs of the file being
diff'ed are ending up in such a way that diff is failing to read
the old or new file.

Note that these are all just wild guesses -- they're the things
I would look into if I saw this error, but I'm not even sure
they will lead to any useful outcome.
