All,
I'd like to request a code review of changes to fix CR 7011710. This
should prevent P1 bugs like the one that caused the DC package to
silently get dropped from the install-nightly IPS repo.

Verification:
Re-introduced the malformed line in install-distribution-constructor.mf
and confirmed that the build process now fails for that scenario.
