I broke the enable functionality within AI with my AI design work.
Essentially what I did not realize was that the register functionality
was used by both installadm create-service and installadm enable.

This new code checks to see if the service directory exists and
if it does it simply refreshes the service and returns the status of
the refresh. If the service directory does not exist then it creates
the service directory and does the refresh.
