This isn't a pkg-team question, it's the way ON gets built and is
intentional: look at usr/src/pkg/README.pkg and
usr/src/Makefile.buildnum in your gate.
If you're building custom AI images with combined local ON nightly bits
and non-ON bits from elsewhere, you'll likely want to either omit
entire, or supply your own custom version. I haven't had to do this in
a while, so can't offer more concrete examples on how to use DC.
I've filed what I think may be a useful RFE (7019240) to add
documentation to usr/src/pkg/README.pkg on building iso images for ON
developers.
