Disabling/enabling services during a hands-free installation is one of the basic and most common features used - it has to work and currently unfortunately it doesn't and one may ends up with some services enabled which were specified to be disabled. I haven't tried yet, but I _assume_ that issue disappeared along with fix for 6961214 - profiles are no longer applied twice - profiles applied during Early Manifest Import are not re-applied during Late Manifest Import. What build has it been integrate into? The bug still is marked as in progress.
