Since we're on the subject and you've presumably noticed the comments above,
I'm of the opinion that pybootmgmt should be creating this directory
itself since the
current situation requires the installer boot checkpoint to have
intimate knowledge
about the layout of the legacy GRUB configuration file directory structure.
