Someone else has actually seen this on Sparc with build 170 as well. In
that scenario, the DHCP server was also an ISC DHCP server, though we
don't know if that makes a difference.
After the failure, does running "/sbin/dhcpinfo DNSserv" return anything?
Is there anyway for you to test if using a Sun DHCP server with this
system works?

AI server is build 170 using the ISC dhcp server dhcpd4.conf
file created by installdm. (and modified by me).
