Thanks for the review. A separate bug will be filed for that if
that's what we need to do. At this point though, I'm not sure yet if
we ought to remove that ICT altogether.

flush-content-cache-on-success back to false after install completes no
matter what it was set to during the installation.
Now that we have support in the AI manifest to specify this, I am wondering
if AI needs to run that ICT any longer. It would seem we should leave it
set as whatever the user specified in the manifest. Any default should
otherwise be set as by pkg'ing system itself.
