We warn on the mismatch because to make it an error would present problems in many development/test scenarios, but we make no representation that the results of installing build 172 packages using an AI client booted to build 171 will be the same as installing build 172 packages using build 172 (to use your example). Most of the time it will be, but it cannot be guaranteed, and the results are more likely to be incorrect the greater the version skew.
