Yep, that is correct.
i.e. - The profile can be used at initial installation, where
all LANG and LC_* props are at initial state (unset).
- The profile can be used for re-configuration after
unconfiguration. All LANG and LC_* props have been unset
during the unconfiguration.
- The profile cannot be used for direct re-configuration,
to modify system configuration without unconfiguring in advance.
If the 3rd bullet above is not true, resetting LC_* may
be needed as well.
All three assumptions are correct.

tests done:
* built LiveCD and Sparc text installer with environment.xml
and snv-initial-environment containing fix for 7074314
* tested LiveCD and Sparc text installation from media - Spanish
language selected on language screen during media boot
It was verified that
* LiveCD booted into localized desktop
* system installed via LiveCD booted successfully into localized desktop
* Spanish locale (es_ES.UTF-8) was configured on system installed
with Sparc text installer
