Dave,
The issue there (based on the packages you list, and I'll assume it's the same for the rest of the 82) is that the packages from the Userland consolidation were not incorporated in build 170, so there is nothing restricting them to that build. I believe that has been changed in 172 or 173.
Thanks for the explanation! I have a better understanding of what's going on now. I had hoped the fix would allow for the installation of 170 (constrained to only 170 packages), but realize the problem is in the image itself.
